Highway Performance Monitoring System (HPMS) Consulting

Objectives of Work:
AppGeo is currently leading a team (including Works Consulting) for the Arizona Department of Transportation (ADOT) as part of an ongoing effort to add roadway features and attribute data in Esri Roads & Highways. The goal is to more completely describe transportation facilities and to meet FHWA Highway Performance Monitoring Systems (HPMS) reporting requirements for public roadways within the state. These roadway characteristics include FHWA MIRE elements, describing safety data that was integrated with HPMS data elements.
On this project, the AppGeo Team leverages it’s knowledge of federal HPMS and ARNOLD programs from prior projects performed directly for FHWA, for the benefit of a State DOT engaged in meeting Federal reporting requirements. At the beginning of the project, AppGeo completed a GAP analysis of both MIRE and HPMS to ensure ADOT’s data model and business processes were up to date and in line with FHWA program requirements.
Once completed, the database will include roadway characteristics for over 13,000 miles of roadway features extracted from aerial imagery and Google street view.
Prior to data extraction, AppGeo compiled and implemented a list of database updates, with the goal of increasing data extraction efficiency, enabling ADOT to track extraction metrics within the database, expand the feature class schemas to provide analysts the ability to capture feature level source metadata, and to expand the domains of individual data items to provide the means for extracting additional information.
The goal of the first phase of data extraction was to review existing RCI data characteristics and to extract and validate, to the greatest extent possible within the project budget, the remaining RCI characteristics for the non-state owned federal aid system.
During phase 2 and beyond, AppGeo has continued to focus on evolving ADOT’s processing methodologies and workflows, keeping ADOT constantly on the front edge of FHWA requirements. AppGeo also explored analytical solutions for creating executive dashboards and disseminating information on the HPMS data.
Activities, Phases completed by the AppGeo Team:
- ADOT data and systems review, data discovery, database modifications, data processing workflow enhancements, data gap analysis (Processed 2,247 roadway miles)
- Data Extraction: Sample Panels, Non-State NHS routes, Urban Arterials, Phoenix and Tucson
- Validations, Analyst QA/QC, using the Esri DataViewer
- Lifecycle and Maintenance Plan (Sustainability Model), and Training Manual, Data Quality Report, Validations Report, Data Analytics and Visualization Reports, ADOT Documentation Updates, workflow recommendations report
- Data Extraction: Non-State roadways above local, QC’d and validated data (1,880 roadway miles processed), gap analysis python script, HPMS gap analysis report
- Data Supply Chain: Reviewed and documented CADD standards at ADOT
- MIRE: MIRE database and data gap analysis, database enhancement plan, database and RCE updates, MIRE gap analysis report
- Validations: Updated and expanded validations, and QA/QC of extracted routes
- Data Extraction: Non-State roadways above local (5000+ roadway miles processed), QC’d and validated data, junction processing
- Data Supply Chain: Developed CADD to GIS extraction tool for select CADD levels
- MIRE: MIRE gap analysis
- Validations: Configure Data Reviewer in the RCE, validate and QA/QC routes
Phase 4 is currently in progress (expected completion Q3 2022)
